Recently Mr. Casanova is in a hot water on this squabble with the CJHDevCo. For those who are keeping abreast on what is going on with Mr. Casanova of BCDA and Robert Sobrepeña of CJHDevCo case know how Mr. Casanova defended himself and how he refuted them in his own unique way of resolving it.

Who is Mr. Casanova?

Arnel Paciano D Casanova is connected with the Bases Conversion and Development Authority (BCDA) as President and Chief Executive Officer. He was instrumental in recovering illegally-acquired government property worth $200 million from the generals of Philippine armed forces. In short, he is a champion in anti-corruption campaign by winning against  those erring PAF generals as one his areas of expertise as what his biography says.

Harassing The Tenants

Most of several stakeholders of Camp John Hay Development Company (CJHDevCo) are legitimate subleasors of the camp. They're hotel owners/occupants, lot owners, among others. Recently, they've been allegedly harassed by Mr. Casanova as a form of threat with the intention of evicting them from the camp unless they'll cooperate with him by submitting their contract for they'll be given a legal assistance to fight back with CJHDevCo.

Defying the Order

The arbitration tribunal has handed the order to let Mr. Casanova repay the rentals made by CJHDevCo of a hefty sum of more than 41 million pesos. In like manner, that order was confirmed and recognized by the Baguio regional trial court as final and executory. In spite of that, Mr. Casanova has implied of defiance it by not abiding the terms in a due time. The award obviously stipulates that approximately Php1.42 billion in rentals be given back by BCDA to CJHDevCo without reservation.


It was noted that BCDA had interferred with the development of Camp John Hay (CJH) which by agreement was to be handled by CJHDevco. This was a big blunder made by BCDA president Arnel Casanova which resulted to the delay on the pursuit of AFP Modernization Program. Thus, the 50% revenue coming from the lease of Camp John Hay, which is supposed to be paid by CJHDevco remained uncertain due to the mismanagement of the current BCDA leadership.

Deploying Delayed Tactics

The people of Baguio, the stakeholders concerned, and other prospective business ventures for that matter were in big quandary why Mr. Casanova did act on said order obviously. Instead, he made several attempts to delay his compliance of the said order.

For that mode or the manner Mr. Casanova made it to the public, could he  relinquish his accountability to the court, his financial obligation to CJHDevCo, his integrity to the people of Baguio, to the local prospective investor or even international?

Now the people know, who is Mr. Casanova? Is he good or bad? Will he meet his waterloo for those actuation he made publicly?
